Is the narration in Ibn Shabah's "Tarikh al-Madinah al-Munawwarah" (2/81) sound in its chain of transmission (sanad) and text (matn), and does it indicate Ali's rightful claim to the caliphate after Umar?

The aforementioned report was not found in Ibn Shabbal-Hadith's book "Tarikh al-Madinah" (History of Medina). The caliphate of Uthman, may Allah be pleased with him, was by consensus of the Companions, as the group appointed by Umar deliberated and entrusted the matter to Abd al-Rahman ibn Awf, who consulted the people for nights and concluded with the selection of Uthman. It is narrated in the Hadith that the Prophet, peace and blessings be upon him, said to Uthman: "O Uthman, it may be that Allah will clothe you with a garment (a camisa), and if they want you to take it off, do not take it off for them." The "garment" here refers to the caliphate. The Companions unanimously agreed to give him precedence over Ali, and based on this, scholars have stated that whoever prefers Ali over Uthman has belittled the Muhajirin and Ansar.
