Is one's ablution valid if water did not entirely cover a limb during the first wash, but did so during the second and third washes?

If the limbs for which triple washing is prescribed are not covered by the first wash, but by the second or third, with the intention of supererogation, then there is a difference of opinion regarding the validity of the ablution. Some scholars hold that ritual impurity is not removed in this case, while others hold that it is. This ablution is sufficient according to the Malikis if you intend the obligatory (wash) with the second or third wash, or if you do not intend anything.
