The ruling on masturbation does not have a clear, explicit text, and it is a matter of scholarly disagreement among scholars, not a point of consensus. Therefore, it falls under permissible differences of opinion. There is no blame on whoever adopts the opinion of its permissibility, if they are qualified for independent reasoning and weighing evidence, or if they follow someone who holds that view. What is forbidden is adopting its permissibility merely out of personal desire."
