The answer

The interpretation of the noble verse {لَتَرْكَبُنَّ طَبَقًا عَنْ طَبَقٍ} [Al-Inshiqaq: 19] has two out of the seven canonical readings (Qira'at Sab'iyyah): The first is with a fatḥah on the bāʾ (لَتَرْكَبَنَّ), which is addressed to a single individual, either the Prophet (peace and blessings be upon him) or anyone to whom it applies. This reading was used by Ibn Kathir, Hamzah, and Al-Kisa'i. The second is with a ḍammah on the bāʾ (لَتَرْكَبُنَّ), which is addressed to everyone (people). This reading was used by Nafi', Ibn 'Amir, Abu 'Amr, and 'Asim. Its meaning is that people will move from one state to another in this world and the Hereafter, and ṭabaq (state) refers to a condition or stage.
