The answer

The Farewell circumambulation (Tawaf al-Wada') is obligatory for the pilgrim according to the majority of scholars before he departs Makkah, and your passing through Jeddah after the circumambulation does not affect it. As for your entering Makkah again after the Farewell circumambulation on your way to your country, scholars have differed on this. The authoritative opinion (fatwa) with us is that the Farewell circumambulation becomes obligatory again, and whoever does not perform it must offer a sacrifice (a sheep slaughtered in the Haram and distributed to its poor), unless he has already reached the distance of qasr (shortening prayers) from Makkah.
