Is it permissible to consider the operating expenses of educational centers and Quran memorization centers for the poor, excluding salaries, as part of Zakat funds?

The recipients of zakat (definition) are eight categories precisely defined by Islamic law. It is not permissible to spend it on other things like charitable deeds or spreading knowledge. Rather, these centers are operated through voluntary charity (sadaqat), endowments (awqaf), and similar funds. As for zakat money, it is disbursed to its rightful recipients whom Allah has specified. If people are extremely poor, it is permissible to give them zakat as aek.
