If a common person is faced with an issue (nazila) and is in a place where they cannot find someone to ask about its ruling, Ibn al-Qayyim mentioned two approaches concerning this: The first is that it falls under the ruling of what was before the Sharī‘ah, and the second is that it is deduced from the disagreement regarding the issue of conflicting evidence for a mujtahid. The correct view is that one must fear Allah as much as possible and seek the truth to the best of their ability. Sound human nature (fitra salima) inclines towards the truth, and there must be some indications that support it. If all indications are absent, then the obligation (taklīf) for this specific issue is lifted. It is stated in Al-Mawsu‘ah al-Fiqhīyah that the obligation to act is lifted if one has no knowledge of it, neither through ijtihad nor taqlid, because it is an obligation beyond one's capacity.
