The student of knowledge begins by memorizing the Holy Quran and the instrumental sciences, then memorizing the Hadith. He should utilize his youth in seeking knowledge. The common person and the unqualified student of knowledge must refer to trustworthy scholars in matters of their religion, either by direct consultation or through reliable websites. It is permissible to switch to another mufti (issuer of fatwas) if the ruling is not found with the first mufti, provided that the switch is not merely due to personal whim. The principle for a muqallid (follower of a madhhab or scholar) is not to abandon his Imam except for a legitimate Shar'i excuse. Knowledge of reality is a condition for the mufti, and this does not mean tracking and analyzing political news. If a scholar has written works or transmitted knowledge, there is no difference between him being alive or deceased in taking from him, and it is not obligatory to follow a specific scholar, for everyone's saying can be taken or left, except for the Messenger of Allah, peace and blessings be upon him. Issues taken from one scholar should not be presented again to another scholar unless the second is more knowledgeable, or if there is hesitation regarding the first fatwa, and the motivation for seeking the fatwa must be knowledge and trust, not personal whim.
