Should a person afflicted with urinary incontinence perform istinja (cleansing after urinating) again when renewing wudu, provided the time for the next prayer has not yet begun?

If a person with constant ritual impurity performs ablution (wudu') before the prayer time expires, they are not obligated to perform istinja' (washing the private parts) when renewing their ablution, because they are still considered to be in a state of ritual purity. However, if the prayer time expires, then they must wash their private parts and perform ablution for each prayer, based on the Prophet's (peace and blessings be upon him) saying to Fatimah bint Abi Hubaysh: "Wash off the blood from yourself, then pray. Then perform ablution for every prayer until that time comes." If nothing exits from them until the time for the next prayer enters, then they are not obligated to perform ablution and may remain on their initial ablution. Therefore, the jurists' statement "perform ablution for the time of every prayer" is restricted to cases where something has exited.
