The answer

The majority of scholars hold the view that zakat is obligatory on the wealth of a minor and an insane person. This is the doctrine of Imams Malik, Al-Shafi'i, and Ahmad, based on the generality of the proofs for the obligation of zakat on wealth, and because it is a financial act of worship, not a physical one. The guardian is responsible for disbursing it from their wealth, and one does not wait for the minor to reach puberty. However, Abu Hanifa was of the opinion that it is not obligatory on them except for agricultural produce and zakat al-fitr.
