The answer

Voluntary charity (Sadaqat al-Tatawwu') may be given to the person mentioned. As for obligatory charity like , there is a detailed explanation:

1. If the installments result from a usurious contract, it is not permissible to give him Zakat until he repents, because he is sinful. Scholars have stipulated that the indebted person () who receives Zakat must not have incurred debt due to a disobedience. 2. If the debt is not a result of a usurious loan: If he has sufficient income for his basic needs after paying the current installment, then he is not among the indebted (gharimin) to whom Zakat is given. As for deferred installments, Zakat is not paid to him to cover them, according to the more correct opinion among the Shafi'is, because he does not need it now. Some say it may be paid.
