Is it permissible to pay Zakat on wealth to the wife's brother who is indebted to his parents, and to the father who is indebted?

A man who does not possess enough to sustain himself and those he supports is considered among the needy (masakin), and it is permissible to give him from the zakat to meet his needs or to pay off his debts if he is unable to do so. The same applies to the wife's father if he is in need. It is also permissible to give the value of zakat in money according to the Hanafis and Ibn Taymiyyah, if it is for the need or benefit of the poor person.
