A wife must obey her husband and move with him unless she stipulated at the time of marriage that she would not leave her country, and this condition is binding on the husband. If the wife is unable to move, the husband should strive to fortify himself and his family with knowledge and righteous deeds, and seek out programs for raising children. He can shorten the period of residence by traveling for Hajj or Umrah.
