Ibn Qudamah mentioned in "Al-Mughni" the recommendation of saying the Adhan in the right ear of the newborn and the Iqamah in the left, based on what was narrated from the Prophet, peace and blessings be upon him, that he said the Adhan in the ear of Al-Hasan, and Umar ibn Abd al-Aziz did the same. He also clarified the recommendation of congratulating with "May you be blessed in the gifted, may you thank the Giver, may he reach his full strength, and may you be granted his righteousness," and the recommendation of tahneek (rubbing the palate of the newborn with a chewed date), following the action of the Prophet, peace and blessings be upon him, with a child from the Ansar.
