Does accumulated tartar on the teeth invalidate the soundness of wudu and prayer?

Using a miswak is a confirmed Sunnah. However, accumulated tartar on the teeth does not affect the validity of ablution (wudu) or prayer (salat), because it is not obligatory for water to reach the teeth, and tartar does not prevent water from reaching a limb that is obligatory to wash.
