Is it permissible for a traveler to shorten the prayer (qasr) in the Sacred Mosque (Masjid al-Haram)?

A traveler is permitted to shorten their prayers (qasr) in the Sacred Mosque (Masjid al-Haram). It is permissible for a traveler to follow the Imam leading the Tarawih prayer with the intention of praying 'Isha (night) prayer. If the Imam concludes the prayer and the traveler has already prayed two rak'ahs, he may conclude his prayer with the Imam. This is based on the permissibility of differing intentions and the following of a person performing a fard (obligatory) prayer behind someone performing a nafl (supererogatory) prayer. However, if the traveler intends to reside in Mecca for a stay that breaks the ruling of travel, then shortening the prayer is not prescribed for him. In this case, he must complete the 'Isha prayer with four rak'ahs after the Imam concludes.
