Is it permissible to give bank usury to a needy person?

If someone involved in usury repents, it is permissible for him to dispose of usurious funds by giving them to the poor, as well as the usurious amounts that the bank places in his account. However, this is not considered charity because Allah is good and accepts only what is good. Continuing to engage in usury is impermissible and is a grave sin.
