Is light makeup forbidden with the hijab?

Makeup is permissible for a woman if it is for her husband or mahrams, or if she will go out with her face covered by the hijab. However, if she will go out with her face uncovered, she is not permitted to wear makeup, due to the Almighty's saying: "And let them not expose their adornment except that which [necessarily] appears thereof; and let them draw their headcovers over their bosoms, and not expose their adornment except to their husbands" [An-Nur: 31].
