Is giving an unwashed garment to a needy person considered a wrong action?

Doing good deeds and helping those in need is commendable and rewarded. Blessing lies not in clothing, but in faith and following the Messenger. It is not permissible to seek blessing from the clothes of individuals after the Prophet, peace be upon him. It is advisable to seek out the modest needy when giving charity, and if the beggar is a liar, it does not harm the giver as long as their intention is sincerely for Allah.
