Is it permissible to propose to a very religious but not beautiful girl, while desiring to marry a more beautiful woman?

It is sunnah to choose a beautiful woman because she brings more tranquility to the soul, helps lower the gaze, and perfects affection. Some scholars have recommended inquiring about a girl's beauty first; if it is praised, then inquire about her religiosity. It is blameworthy for a person to seek beauty and forget about religiosity and character. Hence, it is stated in the hadith: "A woman is married for four things: for her wealth, for her lineage, for her beauty, and for her religiosity. So, choose the religious woman, and may your hands be soiled [with dust]." The desired beauty is that which enables one to remain chaste, and its measure varies from person to person. It is advised not to propose to a girl unless she possesses a sufficient level of beauty and acceptance, along with religiosity governing all of that.
