What is the ruling on one who says "there is no god but Allah" but neither loves it nor hates it? Is he considered a Muslim? And is it obligatory to despise him?

Among the conditions of "La ilaha illa Allah" (There is no god but Allah) is love, which negates hatred, as indicated by verses and hadiths. These include the Almighty's saying: "And of the people are some who take others than Allah as rivals [to Him]. They love them as they should love Allah. But those who believe are stronger in love for Allah" (Quran 2:165), and the Prophet's (peace be upon him) saying: "There are three qualities, whoever has them will taste the sweetness of faith: that Allah and His Messenger are dearer to him than anything else." Every Muslim who has pronounced the two testimonies (Shahadatayn) and has not committed anything that contradicts them is a lover of Allah, His Messenger, and the word of Tawhid (Oneness of God). Love is a عمل قلبي (deed of the heart) that no one can perceive, and we only deal with people based on what is outwardly apparent from them. So, whoever outwardly manifests Islam and pronounces the two testimonies and has not committed anything that contradicts them is a Muslim. However, whoever declares that he does not love Allah, or His Messenger, or the word of Tawhid, is a disbeliever (kafir) and an apostate (murtad).
