If the adhan on television is earlier than the correct time, there is nothing due from the questioner regarding his drinking water. However, if it coincides with the correct time while the adhan from the mosques is delayed, then there is a difference of opinion among scholars regarding the obligation of making up (the fast). The view that making up is not obligatory is strong, and it is the choice of Sheikh al-Islam, due to the absence of intentional transgression. Making up as a precaution is good. There is no sin on whoever drank, due to not intentionally transgressing. If one doubts and it is not clear that he drank after the break of dawn, then he does not have to make up (the fast), as the original state is the continuation of the night.
