What is the time for the Fajr supererogatory prayer, and is it before or after the Fajr adhan?

The two rak'ahs of Fajr are an emphasized Sunnah (definition). It is authentically reported that the Prophet, peace and blessings be upon him, said concerning them: "They are dearer to me than the world and all that it contains." He was more diligent in observing them than any other supererogatory prayers. It is recommended to make them light, and in the first rak'ah, Al-Fatihah and Al-Kafiroon are recited, and in the second, Al-Fatihah and Al-Ikhlas (definition). Their time is after the true dawn's adhan (definition).
