Is it permissible to purchase car insurance in monthly installments with interest if it is not possible to pay in a lump sum?

Commercial insurance of all types is prohibited because it contains gharar (excessive uncertainty) and maysir (gambling). However, it is permissible for someone who is obligated to have it to do so, and the sin falls upon the one who imposes it. If there are two ways to pay the insurance, one in cash and the other in installments with an increase, there is no harm in paying in installments because this increase is not riba (interest), as it is not a loan.
