What is the ruling on resorting to foreign project funding websites that allow fundraising through financial contributions, whether for a return or without a return, and are these contributions similar to fundraising campaigns for charitable projects in terms of fatwa?

It is forbidden to beg except for three types of individuals: one who has taken on a financial guarantee (hamalah), one whose wealth has been destroyed by a calamity (jaihah), or one who has been afflicted by destitution (faqah) and three wise people from his community testify to it. Anything beyond these is unlawful gain (suht).

Abu Hamid Al-Ghazali explained that the prohibition of begging stems from three matters: showing complaint against Allah, the beggar humiliating himself before other than Allah, and often causing annoyance to the one being asked.

As for announcing a project and requesting contributions to it, this does not fall under prohibited begging. It is permissible to accept a donation from a donor, even if he is a non-Muslim. If the donor stipulates a permissible condition, it must be adhered to.

Since this is a private commercial project, outright begging for it is not permissible. However, requesting contributions to it is permissible, and there is no harm in accepting a donation without solicitation.
