The majority of scholars hold that religion prevents on hidden wealth. The adopted by us is that if a person has wealth with which they can repay a debt, then they must pay zakat on what they possess, and the debt does not exempt them from zakat. Accordingly, if you have other assets, such as real estate, that can be used to cover the debt, then you must pay zakat on the cash (2.5%). However, if you do not have other assets to repay the debt, then no zakat is due on the aforementioned amount because it is entirely consumed by the debt.
