Prayer is not permissible in the aforementioned mosque as long as not all remains of the two graves have been removed, unless what remains is dust. There is no difference in the ruling between the graves of Muslims and disbelievers, except that excavating the graves of disbelievers is permissible on condition that it does not lead to discord or a breach of covenants.
