Is it permissible to wipe over the head during ghusl due to hair loss and dandruff that increase with hair moistening?

Hair loss is not an excuse to avoid washing the head after major ritual impurity (janabah (definition)). Hair loss can be avoided by not massaging the hair, as massaging is not obligatory according to the majority of scholars. It is sufficient to pour water over all the hair while ensuring it reaches the roots. It is unanimously obligatory to make sure water reaches all the hair and skin.
